The Gs-11 pay Scale is an abbreviation of “General Schedule (GS) pay scale. This pay scale is used to calculate the pays within United sates Civil Service. Gs-11 pay scale is basically used to calculate pays of the white collar employees; meaning; the pay scales of professional, administrative and technical employees of the organization are calculated by using this pay scale.

According to the law of “Classification Act of 1949” Gs-11 pay scale was introduced. It also states that the women should also be paid equally according to the profession in which women are involved.

Until the last seventeen years the same amount was paid to the employees for each grade of the Civil Service of United States of America irrespective of their departments. Meaning; that the same amount was paid to the employee working on the same level of another employee working in income tax department or police department under the Civil Service.

The drawback or disadvantage of using this pay scale system was that the location and region. As in the bigger cities the pay scales should be higher according to the living expenditures in comparison with the smaller cities. This is because normally in the bigger cities or in main city location the living expenditure (including; house rents, heating expense, etc) is more as compared to the smaller cities. Similarly; as compared to the private sector as well pays were paid very low. As in the private sector pays are very high as compared to the public sector pays.

Whereas; GS incorporates locality of the employees and pays are paid according the place and department where employee is working. GS pay scale has two components of the pay that are “basic pay and adjustment for locality pay”. Basic pay is the actual pay that the employee gets for his/her work. Basic pay is positively related with the GS pay scale ranks or levels. Higher the level or rank, higher the basic pay, and vice versa. In addition; locality pay adjustment is the adjustment made to the employee for the location of his/her work place.

GS comprises of fifteen grades in total. Entry level positions are ranked between GS-1 to GS-7, middle – level positions are ranked between GS – 8 and GS-12, and super grades or the top most grades range between GS-16 to GS-18.

However, FEPCA implies that the total salary of highly-paid employees; especially of GS-15 and above; that their total base pay plus locality adjustment pay cannot be more than the Level IV of the Executive Schedule.
